Craig Phillips is the founder and Chief Executive officer of OculusR. He has over 40 years of experience in capital markets, asset management and complex advisory matters.

Prior to founding the firm in 2023, Mr. Phillips served as Managing Director and Chief Operating & Growth Office at Grain Management, a private equity firm with $6 billion of assets under management, focused on investments in telecommunication and digital infrastructure.

He was Counselor to the Secretary at the U.S. Department of the Treasury under Secretary Mnuchin from 2017 through 2019, where he served in the capacity of Under Secretary of Domestic Finance.

Mr. Phillips served as a Managing Director and member of the Operating Committee at BlackRock from 2008 to 2016, where he founded its Financial Market Advisory group. His team provided valuation, risk assessment and asset disposition services to holders of toxic assets as a result of the Great Financial Crisis. The team oversaw the three Maiden Lane vehicles for the Federal Reserve Bank of New York, involving the disposition of over $185 billion of assets, including a substantial volume of commercial real estate loans, securitized products and credit default swaps.

He was an early mover in the development of the global securitized product market. Mr. Phillips led the global Securitized Product Group at Morgan Stanley between 1994 and 2008, where he was a key architect of the Firm’s presence in the CMBS market and establishing a global commercial real estate mortgage lending conduit.

Mr. Phillips holds a BA in Economics & Business Administration from Vanderbilt University.
